I can't log into my account, SMS code is not received

SMS code to enter your personal account is not received. The account is registered in the country of Kazakhstan, mobile operator Beeline. I have not been able to log in to my personal account since the beginning of December, I cannot log in through the mail, I need a phone number. They answer the mail [removed] so that I log into my account and write to support from it, but how will I write if the SMS does not come? They don't respond to me on twitter either. A call to the USA from Kazakhstan is too expensive. (I am writing from the account of a friend from Russia.)

I have sent Money to my wife in Kazakhstan and she can't log in to her account. She also uses Beeline but she gets no SMS to confirm her log in. She needs that Money strongly and in a short time. So, PayPal, please solve this +7 problem very soon and please contact Beeline also! Kazakhstan country code is +7, not only Russia! I hope for a very fast solution now. @Ryhmeparchment Please read the complete topic, than you will understand, it has nothing to do with E-Mail. People in Kazakhstan get no SMS to confirm their Account to be able to sign in. All informations about this existing problem is readable above! šš«£
