First Name missing, Last name = FirstLast

I'm writing here as an end user.  I'm not sure where to report this to PayPal.  

With every vendor I've used lately when I pay with PayPal, my first name is coming over blank and my last name is coming over as FirstLast.   but to make matters more perplexing, when I went to check my name in my account set up I have a first name, and my last name is actually "Middle Last".  So how middle is getting left out and First and Last are getting concatenated, I really don't understand.

I don't know what type of APIs the vendors are using, but this consistently happens for me.  Typically I just correct it on the vendor site, but this morning one vendor had these fields disabled (ugh) so I couldn't.  I let them know, but I thought it would be best to address the root cause with PayPal.

Any suggestions on how to get this investigated by PayPal?
