Creating account for Iranian people reside outside of Iran

Hello you all I'm from Iran but currently living in Oman, can I create an account for myself with my Iranian documents?

You can open a paypal account in Oman if you live in Oman but you would need to add an address / phone / cards etc issued in Oman to that Paypal account.
