Can u create a business PayPal account if u don't have a legitimate business.

You mean if you are not a registered business…then select “Individual” as your “business type” during sign up, not “Corporation”, “Partnership”, “Ltd.”, etc.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
