Cannot log into my account or reset the password

I have two accounts. Both are active (automatic payments are made every month). But I cannot access one of them (not this one obv). I cannot log in and and I get an error message if I try to reset the password. And PayPal help is hopeless. Impossible to get a person on the phone to resolve. Does anyone have a suggestion as to how to get someone to speak to me?

I'm sorry to hear that you have had difficulty logging in and resetting your password, and again with contacting PayPal. The methods of contact for PayPal are listed on this page, including social media options.

Why is it asking me to confirm the phone number after every login this is annoying

It requires confirmation via phone number only and my phone is no longer by my side what can I do why not ask via email
