Can I have a cancelled account reopened?

My account was closed because PayPal said I violated the user agreement. Is there any way to have my account reopened. I did not intentionally, nor knowingly violate any part of the user agreement. I was a victim of identity theft and my name and information was used by someone that was not given permission.

Once an account in good standing is closed, it cannot be reopened. You can open a new account, but it won't include your previous transaction history.
Permanently limited accounts might be reinstated under the sole discretion of PayPal, or at least given permission to use a new account from now on. You’ll have to open a case with bbb.org under PayPal San Jose, CA to see about getting reinstated if customer service isn’t able to help with this.
