PayPal Account Limits still Active?

Hello,
I have verified my PayPal account, and gone through the process of removing my PayPal limits.
I have submitted all necessary documents to paypal (i.e. Limited Company Incorporation Document) and I have received and e-mail from 'Ron' at paypal (see below), but all limits are still active on the account? Why is this?

Hi there RichardCEP,
That email indicates that we have everything we need and the limitation should be lifted. I would advise calling us directly by clicking on the contact us link at the bottom of any PayPal page.
This way we can discuss account specific information with you.

Firstly, thank you for your reply.
Secondly, why do all PayPal staff and website prefer us, your paying custom, to telephone you? Being charged international dialing rates to call you? There should be a half decent online support service for the company of your size.
This is not very professional, and I am really thinking about taking my business else where.

Well after calling PayPal on their International Rate phone number and then being passed around 4 different people and spending 30mins on the telephone, I was told:
"Receiving Limits Do Not Apply To Business Accounts"
Nowhere does it say this on the account, this is why had to submit Company documentaion to get this limit lifted, why is PayPal online system in such a mess, if the limit does not apply to Business Accounts then why do I get notified of the fact that a limit does exist and that I need to lift it?
I am not impressed with the PayPal online system at all.....
Any other people out there want to share their own experiences of a similiar problem?

Hey there, this sounds like you have a business account and needed to forward or upload some information to us. If you have done that and received a follow up e-mail to tell you that the issue has been resolved, then it should have been resolved. The steps required to remove the limitation should also verify an account. Please respond here if the issue persists.
