PayPal is violating its own policy Section 10.2 - FILE FTC COMPLAINT

Where is the policy change that allows PayPal to arbitrarily hold funds - including shipping which is not refundable anyway under my return policy - on some sales but not on others. I sold a laptop as broken for parts. It was delivered 3 days ago. There is no claim filed. I sold a working computer worth twice as much 2 days later and no hold occurred.

 

This CANNOT be legal - especially when my accounts are 100% - never an issue from a buyer???

 If this has happened to you, go to the Federal Trade Commission site (FTC.gov) and file a consumer complaint.

Beginning October 14, 2009 PayPal user agreement is being amended as follows:

We are revising section 11.3 as follows:

  1. We are moving it. It will now be section 10.2.
  2. We are expanding this section to allow us to place a temporary hold on amounts subject to a claim filed by an eBay user, through the eBay resolution process, if your PayPal account is your eBay reimbursement method.
  3. The new language will read:

“10.2 Temporary Holds for Disputed Transactions. If a buyer files a Claim, Chargeback or Reversal on a payment you received, PayPal will place a temporary hold on the funds in your Account to cover the amount of the liability. If you win the dispute or the transaction is eligible for PayPal seller protection, PayPal will lift the temporary hold. If you lose the dispute, PayPal will remove the funds from your Account. This process also applies to claims that a buyer files directly with eBay through the eBay resolution process if your PayPal Account is your reimbursement method for buyer claims.”

To Amber the single Mom. YOU did nothing wrong. I also have 100% feedback and 1400 pts,

it has nothing to do with how well you do. I think it has to do with good old fashioned greed.

I think they are trying to get rid of low volume sellers myself, but that is just conjecture on my

part, because neither ebay or paypal are being truthful.

I am so sorry to hear about what you are going through, with Christmas. My Christmas was

ruined by this too, as so many seller's Christmas were ruined.

I just wanted to let you know it is NOT anything about you.

You may want to check out other seller options like- ioffer, ibids,ebids,etsy and more.

Different check outs (non paypal) are google, paymate, first data merchant.

This is all about the money. Our money used to create more money for the Ebay/Paypal duo. Think of the millions of dollars that they can now old onto for up to 21 days to earn interest on, on a continual basis.

 

Like many, I am not a power seller, but enjoy the ability to clean out my garage of things that I no longer need that somebody else wants. I have a perfect feedback score and have never cheated a customer out of the item they purchased.

 

The best way we can impact this change is by changing to another service. Suggestions Anyone?

I have 100% feedback..Perfect on my dashboard...Not complaints ever but papal "holds" my money everytime. In the reasons why they "MAY" hold in Limited situations..the only one that fits me is I do not have 100 sales. I sell items that cost $300.00 - $1,200.00. If I sold $2.00 nuts I would have the sales...but this is still listed as a "MAY" hold.

 I believe that paypal is holding onto the money as long as they can to collect interest on out money. Think of it...how many thousands of sellers have THEIR money "held" buy the bankers at paypal. These people are in a bank/interest business...they make money off out money. This is just another tactic to make them more money ...AT the SELLERS expense.

 This makes me very angry...it is my goods...do you ever try and get a straight answer from the paypal people? It is almost funny how they stumble over themselves making up unwritten "rules"...I see this as another bank getting over on the American people.

is it time for a class action lawsuit?  I looks like a monopoly to me. No checks, or money orders, must take paypal, now they are holding money for 21 days!!!!.

Thank you very much for the idea to contact the FTC.gove on this clear violation of account holders rights.  I am an upstanding Ebay and Paypal seller for more than 10 years.  At the busiest time of my year, Paypal informed me that they would be holding my funds.  I also ended up unable to retrieve the shipping portion of buyer payments to send their packages. 

 

Also, BEWARE long time UPS account users on Paypal, when entering a new street address to where I'd moved, Paypal tech representatives suggested I "un link" and relink my UPS account to their site when it wouldn't work.  DO not do this!  It is their way of making it impossible to link directly to your long term UPS account.  They want you to have to go through them so they get their cut! 

 

Does anyone else remember how the shipping aspect of Paypal was touted as a service to help sellers and buyers?  Well mr. nice guy has disappeared now that everyone is using this helpful linking option and Paypal is pulling out all of the stops to make sure that you WILL PAY THEM to link to the UPS and USPS websites. 

 

I'm sure both this hold of funds for account holders with excellent histories and this monopoly on linking to shipping sites with pre-filled information is illegal!  After all, what are we paying almost 15% of our sales to Ebay and Paypal for? 

 

Peeved in Paypal land.  WRITE THE FTC!!!!

Speaking of UPS and Ebay's shipping....DO NOT RELY on Ebay's shipping calculator for UPS. It works ok for small items (if you consider an electris guitar small), but for a large item, the actual UPS shipping will be double or more the price calculated on Ebay! There were three of us in the UPS store Friday who had each sold on UPS. Two of us had small and large packages. Both of us had to pay 2x what we had charged on Ebay. The other person had a small pkg and all of our small packages came up about equal to what was calculated on Ebay. My pkg was  24x36x20 and weighed 26 lbs. I entered the weight correctly and put in larger dimensions (just in case) and Ebay calculated $71 something. The actual charge was $151.11. KILLED me! If the dimensions are greater than a certain limit, UPS charges according to the volume rather than the weight. While I think UPS charge for this is ridiculous, I think users should be warned so we can calculate it with UPS directly and lose half or more of the selling price.

how about class action suit.  Paypal was sued a few years ago, and lost.  I cannot remember the details, but it is not impossible.

I would be for a class action. This might be the only way to get treated fairly, as everyone has said they  know they can do anything they want...violate their own stated policy. The whole concern is for money...this is how to get things done.

I agree , this is crazy. How does this protect me? I have 100% **bleep** and Paypal credit and have never had an issue in 6 years. Why should I suffer because you had issues with other deadbeats. You had a good thing going and you are **bleep**ing it all up.

I had a conversation with Summer in customer service and she was suppose to send me a link so I could fill in the tracking number on a package I sent so they could confirm delivery, so I could get my money. It's been 4 hours and still nothing from Summer.

Too bad, it was a great service for all and now it just **bleep**

Calling PayPal is like talking to the Wizard of Oz... Everyone sees and hears something completely different. I think they make it up as they go. What I was told after finally whining and moaning and calling 400 times (exaggeration, but just barely) and was connected to a US Supervisor that actually spoke clear, North American English, that if tracking could show the package was received, they could release the funds while you were still on the phone. So I'd call back. Don't just lie back and take it. Keep calling. Our silence is taken as acceptance and we sure as H--- don't want that.

 

What is hysterical is amid all this horrendous customer treatment is eBay announced in CNN that PayPal was going to be it's future as far as growth and profitability. Think again, kids. With service like this PayPal is wildly delusional if they think they are going to even have a business five years from now let alone grow. 

 

They keep comparing themselves to Amazon but has anyone here EVER been treated as rudely by Amazon as they have eBay and Paypal? I haven't.
