Item not received - do I have any recourse?

I placed an order thru Etsy that totaled $11.

 

The woman mailed the item on Jan 15th and I do not have the package yet.  I usually have stuff within 3-4 days.

 

She emailed me a photocopy of her post office receipt showing a charge for a pkg being sent to my city/zip code but she did not use delivery confirmation.

 

She told me that because I did not purchase insurance that there was nothing we could do. Is that correct?

 

Is her responsibility in the transaction over once she can prove she actually sent the package?

If the seller is truly an HONEST, SERIOUS, merchant, he or she will either refund your money or ship a replacement.  This is how professional online retailers do business, there are no excuses and blaming you for the issue is totally unacceptable.  If you and the seller cannot reach an agreement, then start the claim process and open a claim against the seller.

the seller has no chance to win i,f you you send to another country without insurance and it gets lost in the mail  the buyer gets his money back and you dont get any thing for your lost item?  even if you have the customs form numbers,e-bay is for the buyer only!  ernieu

If you paid through paypal, I'm surprised they didn't print the shipping label from the paypal ship option.  Any shipping label printed has the delivery confirmation number.  Purchasing insurance has nothing to do with delivery confirmation.  They are two different things.  If you are in the US, and it sounds like you are with a zip code, then she could have printed the label using paypal.  Open a claim with paypal for item not received.  There is a time limit so don't wait too long.
