Because the shipping costs are included in the funds. If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

Fernandez05: you either need a hundred positive feedbacks. Or you need a tracking number, once that number gives you proof of recieve and the buyer is happy, they will release the hold after 3 days. If nothing happens and no positive feedback is given, they can leave the hold on up to 21 days upon which then the hold will be relieved.
From now on: all people with not a hundred positive feedbacks will possibly get a hold on the money, if it is a reasonable amount.
That is how I understood the explanation from the Paypal employee.
It becomes almost compulsory to make the shipping trackable and/or to sign for proof of recievement. Which of course takes the shipping price up.
If you are really lucky and have a buyer who wants to give you positive feedback before actually getting the package, they will release your money after 3 days. But then which buyer will give positive feedback and take the chance of having a dodgy package, I can see why this one will not work.
So you need either a signed proof of recievance, or a tracking number and that one showing that the package has been delivered, if those two are not happening, Paypal will release the hold upon 21 days.

I got **bleep** out of an item and payment because of this outrageous policy. I sent the item only to learn later that the buyer was bogus, so I am now out my payment and out my item. This policy is terrible.

If you had online viewable D/C or Signature confirmation, and shipped to the buyers address on the details page of the Paypal payment you would have been covered.
The ony difference now is that you are out the money and not Paypal.
Paypal started this police because sellers were not shipping or shipping junk, cleaning out their Paypal accounts, and leaving paypal to refund out of their pocket

NOW PAYPAL DECIEDES TO HOLD OUR MONEY FOR 21 DAYS, NOT TELLING THE BUYER AND WE ARE SUPPOSED TO SHIP AT OUR EXPENSE NOW. THE MONEY FOR SHIPPING IS IN THE HOLD. PAYPAL IS HOLDING OUR MONEY AND ON THE BIGGER PICTURE, THAT ACCUMULATES TO SEVERAL MILLION DOLLARS A DAY THEY ARE HOLDING TO MAKE INTEREST ON AT THE BANK. THIS WAS NOT WHY CUSTOMERS SIGNED UP FOR PAYPAL. THIS IS SO WRONG AND I AM NOT GOING TO USE THEM ANYMORE. I WILL SHIP COD OR THE CUSTOMER CAN SEND ME A CHECK AND THEN I WILL SEND THEM THE PRODUCT AND I WILL GIVE THEM THE DISCOUNT FOR SENDING ME THE CHECK. YOU CAN ALSO GO TO COSTCO AND GET A CREDIT CARD MACHINE AND START TAKING PAYMENTS THAT WAY.

I think this is just another step in the long ongoing death of the once great concept that was ebay. In my opinion it began when the so-called "Power Sellers" began to out number the casual sellers that ebay was originally intended for. Most of these power sellers sell the same crap I could buy at a physical store or hundreds of online stores for the same price and sometimes even more except I have to wait 7+ days to receive it and risk being ripped off with little to no customer support.
Ebay used to be a great place to find unusual or hard to find items and sometimes make a great deal on a used or extra item. Now I have to wade through hundreds or thousands of "power seller" auctions and buy-it-nows to find the deal I'm looking for. Ebay has just realized that they make more money from the power sellers then the casual sellers and are catering towards them in an effort to force us out. Even though the powerseller usually has the resources to start their own legitimate online store front.
I say we oblige them and find a new place to buy and sell since ebay obviously no longer meets our needs. Ebaypal will never change their policies as long as they can continue to turn a huge profit. Change will only come when all casual buyers and sellers take there business elsewhere and refuse to buy from the so-called "power sellers" or sell on ebay.
But where do we go? I have yet to find another site that can do what ebay did at one time.
