Because the shipping costs are included in the funds. If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

Okay I'm really ticked off. I sold an item and the auction ended last Monday. I didn't know about this policy because I don't sell a lot on ebay, but I did receive some funds through paypal last month. I figured that I'd be able to access the money and have it transferred to my account and hopefully it'll be in my bank account by Black Friday. So then I found that my funds were on hold. I followed the link on PayPal's website about why the funds are being held. It says 21 days or the user has to leave feedback. I've contacted the user multiple times asking to post feedback. I put the tracking number in PayPal and marked the item as shipped through Ebay. I emailed the buyer too with the tracking information and no reply. I've sent at least 3 or 4 emails to the buyer and haven't received a response yet. I tracked the package through USPS and the package was delivered yesterday and they STILL haven't posted feedback yet. I'm getting freaking ticked off. This policy is such bullcrap. I agree with everybody else, this **bleep**s over the sellers BIG TIME!!! I'm done with PayPal. **bleep** you guys...I'm going home!

Well Folks, I am Finished. The last stray happened today. I left neg. feedback for a guy who didn't send my item and ebay removed it. trashed me in other people's feedback and ebay says they( the other buyers ) have to remove the "reply" even though the seller is the one who left it. This guy called the local police and tried to get me in trouble because he says someone tried to call His Amex company and pretend to be him. He had a false chargeback against me when this was supposed to happen. Without SS numbers, phone numbers and lots of personel info, AMEX won't talk to you so it is redicious to say I tried to impersonate him. I'm fine, I am friendly with some of the local police so I explained it . I am selling off my stuff that is listed and I am done with Ebay and PayPal. They are crooks. This guy is abusing the feedback system but Ebay doesn't care. They allow it. PayPAl kept me from defending myself in the chargeback claim because everything goes thru them so I couldn't address the problem directly with the credit card company. Until the buyer told me it was AMEX I didn't even know the CC company. I think this is a clear example of how corrupt and flawed EBAY and PAYPAL are. Good luck guys but I am done. Mattiomore was right.....it was really easy to get my funds released. I wasn't even on the phone for 5 minutes. I think the reason they changed what you had written is because you have to go to that page (contact us, click seak to us) to get the web pin. I thought you were joking about yelling HELP but ha ha that is how you get a live operator.
I didn't go into any big story, I simply said "I need to have my pending funds released, as the item I shipped has been received." He checked, and said "OK ma'am your funds have been released".
I refreshed my page, and there they were.
I still think the whole policy is BOGUS............but at least this solves the getting it released side of things!

Thanks, Matt. I called them and they won't release the payment until 72 hours after the item has been delivered, then an addition 3-7 days for the money to be deposited into my bank account. That means at least an addition WEEK after the item was delivered before I even see any money. What bull cr@p!!! I told her that this new policy is crap and I'm going to cancel my paypal account which I get the money deposited into my account. She said she's going to escalate this issue and let managers and the appropriate people know. Yeah right!!! Whatever lady! So we'll see if they release the funds in 72 hours from yesterday. They better!

I'm really frustrated because I just started selling on ebay and using paypal. I want to start selling internationally, but I won't have enough money in my account (or trust) to spend my own paypal funds on shipping. I understand protecting the buyers, but not at the expense of **bleep**ing over the sellers. My buyer that I already shipped an item too and could decide to not leave me feedback and I'll never get my money and they could make off with a free item essentially.
If we at least got the shipping costs transferred I wouldn't be so livid

The one thing about this policy is that even if the item is delivered and the user doesn't leave feedback, the hold on the funds will be released within 72 hours after delivery confirmation. Just make sure that you document the tracking number in PayPal to cover your bases.
