Thanks for clarifing that. I agree, these import sellers are far too many and they generally sell junk. They generate a lot of money for ebay so ebay doesn't punish them for the crap they sell. I bought/sold  a couple item back in 1999 but for the most part I didn't start on Ebay till 2007. I had a retail store before but came to Ebay for less stress. I sell at a reduced rate because I don't allow refunds. Over the last 6 months I have seen a steady decline in how Ebay works. There are now too  many buyers who know how to work Ebay and get stuff for free or use it and return it. It seams companies forgot what got them the success and when they get big they change and push away the very people that made them big. As for PayPAl, they are just crooks in fancy suits. I lost a chargeback case recently when there was no way I should loose. Because Paypal hides the credit card compny from the sellers and all communication goes thru paypal, I lost. I don't even know why I lost. heck, I don't know what the complaint was because all I got was 2 words from paypal with no explaination. PAypal does nothing to help sellers. I have to respond to some of these comments about Power Sellers. I am a power Seller. I only sell 10-15 items per month. I sell $500 computers so that is why I get that label. I cannot afford to have PAyPal or ebay make me give refunds. I don't have the hold problem ( yet, knock on wood ) as my feedback is 99.5% and 526, and I have been on Ebay since 2007. I have a problem with the way Ebay handles disputes. I have had buyers return item that they broke or that were perfectly fine, and I was forced by Paypal to refund. That costs me money I can't afford. Ebay calls it a cost of business. Having a buyer who damages the item and then gets a refund is stealing. And worse, PayPal helps them. As sellers, we have no recourse. PAyPAl is not a bank, therefor they are there to be the go-between for the money. They get away with holding the cash because we agreed to the rules and they make the rules. I also think they should be sued. Until they change I have stopped selling. I cannot afford to get ripped of any more. Most sellers and buyers are good but the bad ones ruin it for everyone. Ebay's new no neg. feedback policy for buyers has made it worse because now sellers have no way to warn other sellers about these con artist buyers. To those that think all Power Sellers make tons of money, please understand that no all do. A year ago I had a situation where a customer filed a claim. There was no money in my PayPal acct. So they got ready to pull from my checking account. That takes 3-7 days to complete. In the meantime I sold another laptop and paypal held enough money to cover the negative balance in the PayPal account. 4 days later paypal still tries to take from my Business checking account for $500 and I only have $450 so my bank charges $39. I call Paypal over it because they have already gotten the money from the second sale. In the end the buyer never sends the item back ( he was trying to get me to refund part on a bogus claim and I refused ) and although PAyPAl releases the money 3 weeks later I am out $39 for the NSF fee. They claim no responsibility for it. They tried to get the money twice but they say they are blameless.  PAYPAL are crooks. I have 2 items left to sell and I am done with them.  I am taking a huge financial hit by leaving but Due to a heart attack last year I can't deal with the stress of PayPal's stupid policies that let bad buyers steal from sellers. ... You must always ship with tracking number to protect yourself. Even if they get it they can always say they didn't and you can't prove they did so PayPal will ALWAYS side with them if they file a claim. If you ship UPS there is always a tracking number. ( no charge ) If you print from PayPal and use USPS priority you will get a tracking number for free or there is a fee if using parcel post or other cheap method. You take a chance every time you send something without a tracking number. Buyers know this. If they get the item and it doesn't have a number they will sometimes file a claim because they know they can and will win. Since Ebay got rid of Neg. feedback for sellers, sellers have no way to warn other sellers that the buyer does that. I learned the first time I lost money. Add to the shipping charge or add a handling fee to cover the cost. Also, always add insurance or if it arrives damaged or gets lost you are responsible. I get insurance for the cost plus shipping because I have had a couple laptops get damaged and PayPal will make you give a full refund or cover the difference between the amount the buyer paid and the amount of the insurance. HERE IS THE KICKER>>>>   After 45 days and the buyer gets the refund, you still pay the fees to Ebay because you only have 45 days to request a refund. If it takes 46 days to give the refund because the buyer uses it for 44 days then sends it back you are beyond the period for getting the final value fee returned. They have a great scam going, Ebay and PayPAl !! One of them gets paid either way. The seller loses every time. Also, if the buyer doesn't agree to the " cancel the transaction "  ( to get your final value fee back ) , then you don't get credit. You gave the refund but you still pay the fees. Everyone should leave Ebay and PAyPAl and tell them why. Only then will they care. Right now people "complain " but Ebay nor PayPal are losing money from it so they don't care. I like the idea of Ebay but both companies are too large and can get away with too much because they are big. Few people or companies can handle real power and they have shown that to be true. Well Folks, I am Finished. The last stray happened today. I left neg. feedback for a guy who didn't send my item and ebay removed it. trashed me in other people's feedback and ebay says they( the other buyers ) have to remove the "reply" even though the seller is the one who left it. This guy called the local police and tried to get me in trouble because he says someone tried to call His Amex company and pretend to be him. He had a false chargeback against me when this was supposed to happen. Without SS numbers, phone numbers and lots of personel info, AMEX won't talk to you so it is redicious to say I tried to impersonate him. I'm fine, I am friendly with some of the local police so I explained it . I am selling off my stuff that is listed and I am done with Ebay and PayPal. They are crooks. This guy is abusing the feedback system but Ebay doesn't care. They allow it. PayPAl kept me from defending myself in the chargeback claim because everything goes thru them so I couldn't address the problem directly with the credit card company. Until the buyer told me it was AMEX I didn't even know the CC company.  I think this is a clear example of how corrupt and flawed EBAY and PAYPAL are. Good luck guys but I am done. I am a Powerseller with over 500 Feedback. I sell $500 + items. I have not had a hold ever. Member since 2007. I get ripped off the same as everyone else when it comes to fake "not as described " claims. PayPal doesn't care about my feedback or sales volume. The buyer is always right. I have taken many loses from systems that were 100% when returned or damaged by the buyer and then returned. Paypal does not care. As soon as the buyer shows I got the item, the refund it given. They do not give me a chance to verify it is the same item or anything. I filed a claim for $4 for an item I didn't get. The seller had sent me something 2 months earlier so they used that tracking number and won the claim. I spent 1 hour on the phone for a $4 item to show them the returned date was 2 months before the purchase date. I finally got the refund but it shows MORONS work at PayPAl ! I lost $125 on a Credit card chargeback for a service where I was clear about my service but the buyer used the CC company to get a full refund. PAYPAL was useless. I couldn't respond to the CC company directly nor did I know the exact claim as everything goes thru PayPal and they only give little info. I have about 20 items to finish selling and then I am gone from EBAY AND PAYPAL. There is no fairness in PayPal's policies. They keep your money for a month whether you are in the right or not. they don't even spend 30 seconds to verify it is a valid claim first. PAYPAL are Crooks. For anyone who is new, find something else other than EBAY AND PAYPAL, you will be much happier. In the long run you will get more money and less hassle. Based on the policy changes they sent me earlier in the year, PayPal or other on-line payment method is required and paper payments  of any kind are prohibited.  If you offer Money order or require it Ebay will remove the listing as Electronic payment is required. ( PayPal or other ). The rep told me it was because 8% of check/money order/cert. check payments result in problems. He mentioned there were too many fraud checks being written. I explained to him I only took Postal Money orders ( when I was allowed ) so I cold go to local USPS  and quickly verify they were legit moey orders and doing that did not slow the shipping like regular checks do. He said it didn't matter, no paper payments allowed. Paypal doesn't want to loose the 3% they get from the payments. It is not about the buyer or the seller when it comes to payment. I have researched Amazon and I am switching in January. For computers the fee is 6% plus .99. That is about the same as I pay now with PayPal and all the fees totaled. I sell everything with no refunds but due to PayPals policy anyone can get a refund for 45 days. All they have  to do is say it is "not as described" and you are forced to refund it.  It isn't as good for lower cost items but my sales are $400-$1000 each so for me it is much better. It is so easy to scam PAyPal due to their policies.( the seller is the one that gets hurt ) Good luck everyone. It is too bad PayPAl has changed the way they do things.
