Because the shipping costs are included in the funds. If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

I agree, this is not a good policy. I should at least be allowed to use the funds collected for shipping. Does anyone know HOW LONG this is in effect for new users? Is there anything I can do to 'qualify' for immediate receipt of funds? I guess I should have used my OLD PAYPAL ACCOUNT when I started selling! grrrrrrrrrrr......

I am also waiting for 3 different funds to be released by Paypal. This truly sucks.
I uploaded the UPS & USPS tracking information as Paypal instructed. The buyers received the items more than a week ago, and they even replied to my personal emails saying they received the items and were satisfied.
However, maybe they just forgot or maybe they are just being a-holes, they have not left feedbacks. Because of that, the funds are still on hold.
Paypal says this is to protect both buyers and the sellers. How the hell does this stupid rule protect the sellers? The buyers who are aware of this rule can simply not leave any feedbacks just to be jerks, and the sellers are just left out with thumbs up our arses, not to mention negative balances in the wallets because we spent money to ship the items.
Here is a question. It may sound stupid but I have no one else to ask.
In the description section of the eBay sale posting, if i say something like "By bidding on this item, the buyer agrees to leave a positive feedback before the item is shipped. Because of the new fund holding rule of Paypal and eBay, the fund is not available until the buyer leaves a feedback. If you do not agree to this, please do not bid on this item. If you do agree to this, please send me an email. I will cancel all the bids that are placed without an email to me", will it cause any problems? Is it against any rules?
thanks for reading.
frustrated,

after over 10 years, I have STOPPED selling on eBay and using PayPal. Rising fees and NO respect finally got to me. Having 100% positive feed back means NOTHING.
I am NOT WalMart or Sears..... and cannot afford to lose money for customers do not know how to run the equipment that they purchased and then claim not as described..... HELLO!!!!! Read the manual. I am forced to take back machine, refund money..... only to find NOTHING wrong, except Operator Error. This process can take 2-3 weeks and my profit is now $0.
I think Class action would be the way, as well as a seller strike. Even if a class action does not win...it will cost them money!

How can a buyer leave feedback on an item he hasn't seen? I sympathize with your problem but I for one buy alot of merchandise on Ebay and don't want to get burnt. Ebay needs to change thier policy to cover both buyer and seller. Something like after proof of recieving an item you have 24hrs. to leave feedback or forfiet that right to feedback so the seller can recieve his funds.

I agree with you. I sympathize with the sellers but I am not going to leave positive feedback when I have not received the item yet. I have bought many things from ebay over the years with absolutely no problems however the time I spent the largest amount of money for an item I did not receive it even though the seller insisted that he mailed the package. He refused to provide tracking #s, mailing information and was quite rude in our correspondence. After filing a complaint paypal investigated and returned my money, including their $25.00 processing fee. This restored my faith in buying items from ebay and using paypal and resulted in me trying ebay again, knowing I have recourse should something go wrong with sale. The great majority of sellers on ebay and honest and I feel for you in having to wait so long for your money but I fear a few bad apples have resulted in creating problems for all. But please continue to list items on ebay and Paypay, please figure out a process that is fair to both buyers and sellers or you will continue to lose business!!

I do not expect positive feedback to be left until the buyer receives their purchase and are happy with it. My problem results from buyers receiving their purchase and ignoring my many messages to them, almost begging them to leave feedback so Paypal will release my money. Paypal if you ever read this forum and all the compalints about you maybe you will figure out a different type of system so sellers do not have to wait forever for their money because the system you have now is totally unfair for sellers, but most likely you will not change your system because then you would not earn all that money your earning in interest off of our money. I do expect soon that some news stations will be telling this story,

A person who owes me money wants to pay me via PayPal. We both have PayPal accounts, but I have never used mine this way before -- all I done is pay for online purchases via PayPal.
Is there any cost to either of us if he sends me money from his linked checking account and I transfer these funds out of my PayPal account and into my linked checking account.??.
