Because the shipping costs are included in the funds. If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

knkh. Don't be so sure the release of funds is due to any change of heart with paypal. They were probably warned by the FEDS, they would be closed down if they kept money more than 48 hours after the item was received, because they have all kinds of gimmicks to hold money, some have been relate to me outside of this forum.
There is no question, revenue is down and they are trying to show increased revenues, profits, etc. to keep their stock from falling. However, gimmicks are only good for a seASON and be sure the TRUTH will FIND you out!!!!!
We know the mega law suits against them must be eating deeply into their profits and as the economy declines, these matters are going to get worse. BESIDES, AMAZON is now taking the lead in online markets and several magazines have written articles about the HUGE SUCCESS AMAZON IS ENJOYING! It must scare ebay to have such an aggressive compeitor that followed them into online business. It is my understanding half.com does very little book sales. I have a few books listed and am waaiting to see what happens before I list more.

It does **bleep** having you payment pending, happened to me. But that doesn't mean you should refuse to ship, that will just result in you having a negative feedback for item not received, or slow/late shipping.

I do ship since my issue is not with the purchaser who did indeed pay for their item and deserves to receive it.
One of many reasons this is a problem is because most people use the money from the payment to ship (shipping charge included with payment). My listings state "immediately available funds". I don't accept e-checks because they take too long to clear & I've had a couple that didn't clear at all or had the clearance times extended because people purchased but didn't have the money to pay. Once they make an e-check payment, you're stuck and have to sell to them, even though you don't ship until it's cleared. Snail mail is often faster.
What does need to be included is to the BUYER, that they have 7 days after the item is received to request a refund if they are not satisfied (IF the listing states a refund is available) unless the item is grossly misrepresented. It places some responsibility on the buyer to not drag their feet if they need a refund knowing the money will be released in 7 days after the item is received.
There has to be a better way to be fair to both the buyers and the sellers. Sellers can't afford to wait 21 days.

I'm going to look at alternatives to paypal now. I thought the Paylap/Ebay thing was awesome but in my case, I have $300 pending, both customers received the merchandise and I shipped next day, excellent packaging, and got delivery notifications on both shipments. Not my fault that both customers will not leave feedback - they both paid me quickly so I left tem both positive feedback. This is rediculous! Not only that, it is a maze trying to email paypal on this and calling them is a waste of time. Now I see why merchant's policy is not to accept Paypal - I think that is going to be my policy on large ticket items from now on.

Hi,
How long does one have to wait before paypal releases the funds? Its been 48 hours! I have shipped the merchandise UPS which cost $189.04 and still have not received payment. I am very worried at this point. The shipment has gone to Nigeria!

It depends Catherine ... it could take until the buyer not only receives the item but until they leave feedback, but in some cases 48 hours after the item can be verified as received (via the tracking number). Since it has only been 48 hours since it was shipped ... I hate to say this but you have a while to wait, it has to be received by the buyer before you will get your money, that is just the way PP has it set up now. Sorry.

but don't worry-- unless of course... your buyer decides that they want to get the money back-- they'll just file SNAD-- PP will gladly send all the money back to them-- and you're **bleep**ed......
oh.. and you have NO RECOURSE----
AND!!
you get a big NEG to ruin all your future selling (just in case having PP steal all your money and give it back wasn't enufffff to persuade you to pick up your toys and go find another sandbox to play in!)
