Do I have to wait until date given for refund?

I opened a dispute, but it says I have to wait until April 8 for the seller to leave a response

I paid for the item on March 21st. But he hasnt responded to my messages or emails, same goes for alot of other people.

But why do I have to wait until then?

I mean this guy clearly scammed ALOT of people!!!

Unfortunately, you have to wait.

On April 8, escalate the dispute to a claim. 

It'll be a while after that, but Paypal will make sure you get your money back.

I just don't get why I have to wait soo long he clearly is a scammer since he just scammed soo many people.

An INR (Item Not Received) dispute can be escalated to a claim 7 days after payment was sent. Payment was sent March 21st, and so... you could have escalated as early as March 29th.

After the dispute is escalated to a claim, PayPal will give the seller a reasonable amount of time (7-10 days) to respond to the claim.

Based on your... "I have to wait until April 8 for the seller to leave a response" statement, it appears that you've already escalated the dispute to a claim.

Will I get 35$ in my paypal account once I get refunded?

Okay, it is April 9. But it still says "The seller has been asked to respond by Apr 8, 2010. Once we receive the information, we'll continue our review of this case."

What do I do now?

Wait for PayPal to review the case and make a decision.
