I am also having trouble with a reversal payment from the USA an amount I do not want to loose, I contacted pay pal gave them all the relevent information and did not hear back from them, I then sent all the details to them by fax after speaking to them on the phone for about 10 mins costing me money , this fax included a copy of my proof of opsting,and cost me a further £1.00 to post I was assured that on receipt of this payment would be refuded immediately i am still waiting pay pal are execellentt for paying and receiving money but useless when there is any trouble and the buyer is favoured.

Why was the payment I received reversed? Question : Answer : If a payment has a Reversed status, we have either received a report of unauthorised activity or the funds have been flagged through our verification system for further review. When either of these things happens, we will place the transaction in a pending status for further review. Depending upon the outcome of the investigation, the funds are reversed or refunded back to their original source. If the payment has been reversed then the outcome of our investigation was that the payment was most likely an unauthorised transaction.
Advice is voluntary.

That is the wording they use but typically it is still vague enough not to give any clear answer to some problems.
Such as a reveresed payment , followed by a phone call to Paypal during which all the confirmation/authentication questions were done, then being assured that all is now well and to make another attempt at payment.
This payment was then 'pending' while being looked into by Paypal and then consequently reversed yet again.
Farcical doesn't even come close.

And they get even more farcical.
Apparently the use of a different IP address is causing the problem.... odd I have never had any issues using Paypal from other IP addresses and other countries.
And now the bank has two payments pending on the bank account because of Paypal reversing the payments.

and how poor can they get where customer relations are concerned?
So after freezing 1000USD because of their own instructions(they kept saying to retry the payments), knowing that the person was in a different country and had no money left in their bank account(due to this mis-information)and having to wait a few days to get that cleared, they are now back home and have had their Paypal account frozen!
Does anyone at Paypal actually care about their customers?
Is their any recourse to their actions?
Am I likely to be ona PP hitlist? lol
Makes me think there must be a better way to do things.

I have been on Paypal and Ebay for many years and have a 100% seller rating and 50 sales. I don't use it a lot, but have never had a dispute. I Just sold something and the buyer paid thru Paypal and as I went to pack it I noticed it was damaged. I notified the buyer and told her I would refund her.
My experience the last time I refunded a buyer due to damage in shipping(my fault, bad packing job) was that Paypal the started holding my mony for 21 days after I sold items.
I do not want this to occur again, as I cannot afford to wait for funds.
In my view I can either reimburse by money order the entire amount the buyer sent me including the ebay fees and let the transaction stand. Or... I can do the refund through the Paypal/Ebay channels and get hit with the 21 day penalty.

I was under the impression that you only got the hold back if you refunded as the result of a dispute that you lost and not if you do a voluntary refund not as a result of a dispute.
I may of course be wrong on that.
But i would not advise you refunding any other way because:
1. If the buyer was dishonest and filed a dispute after refund paypal would force you to refund again as they can only see you refunded if you do it via paypal.
2. If you refund via paypal you get your fee back that you were charged when the buyer paid you.
