I want a refund from Vango.....merchandise not received but they were paid by PayPal. Can’t get in touch with anyone at PayPal.......by phone or email.

Sorry to hear you had a problem with your order.
If you have completed the payment using your PayPal account under goods and services and the transaction is showing on your activity page, here the steps that you can do:
Locate and click the payment transaction in your PayPal account activity.
Click "Report a problem"
Click “I didn't receive an item I purchased”.
