Rate increase?

PayPal was collecting $6.97 on a $230 item I sell repeatedly on ebay, today I noticed they collected $9.27. I seached but can not find an answer. Was there an increase or a mistake?

Answer found. 1$ for receving international payment, but when is Puerto Rico international? They are a US Territory.

You're right, Puerto Rico is definitely a US territory, and they would be considered a US member, so no cross-border fee should apply.  Did the buyer tell you they were in Puerto Rico, or was it on the shipping address?
