Fees Charged for Refund of Payment????

Could someone please tell me why???

When i refund a paypal payment to the buyer due to overpayment on shipping or item was not available..why are they not sent the full amount they paid or getting the full amount i am refunding??? This has happened 2x now ...buyer is not receiving the full amount of the refund being issued....i have been searching for a answer now for 2 days and have not found the answer.....There is a generic question under FAQ ....asking if the buyer receives full amount of refund but then it never answers that part......

Please can someone help as soon as possible it is not fair to buyer or seller!!!!!!!

I somehow missed the announcement if there was ever one sent out, but regardless the purpose of my post in this forum was to elevate the concern for the honesty of those who would contemplate refunding ANYTHING via Paypal.

 

For one, it certainly DISCOURAGES HONESTY, which to me is as a contradication in terms when Paypal claims to be a safe, honest place to transact business.  I repeat myself, but case in point:  why should it cost me anything to be honest ???   I'll just keep the excess payment from now on and the buyer will never know.

 

I prefer to be honest, but Paypal doesn't want me to do that from this new idea to make more money.

I'm confused about this also.  I purchased an item through EBay on my Visa Card for $29.99 + $8.95 shipping.  It was defective and I sent it back for a refund - and had to pay another $9 for shipping it back.  I'm out about $48.

 

The seller said he sent a refund.  I checked my PayPal account and it shows:  $29.99 - $1.17(fee?) = $28.82.  Now in order to get this amount back I've got to pay PayPal another fee on top of it since I don't have a bank account.

 

I guess I'm out the $18 shipping charges.  But I figured I was going to get back the full $29.99 cost and (thought) PayPal woud credit my Visa card from whence the payment originally came from.

The seller didn't use the correct procedure when issuing your refund.  If the seller had correctly used the "Issue Refund" link, you would not have been charged a fee and the refund would have been credited to your Visa card.

The "Issue Refund" link is located on the PayPal Transaction Details page and is available for 60 days after payment was sent.  If it's been less than 60 days, you can refund the $29.99 payment and ask the seller to use the "Issue Refund" link to refund your payment.

A good seller would issue a full refund and pay for your return shipping costs.

PayPal started to charge $0.30 fixed transaction fee to refund.

Someone please tell me. the PayPal  fixed fee $0.30 per transaction is disputable, or not ?

Some buyers never take time to read from the product desctiption through the sales terms and condition.

PayPal charged $0.30 as refund transaction fee when seller issued the full refund to an incomplete transaction,

Therefore, if seller decided to charge this $0.30, buyer can dispute in order to get back this $0.30, or not?

Because I refunded 6 times refund in the last month, which cost me $1.80/month and  yearly $21.60 (estimated).

This is considerable amount to me. Need your HELP!

Beware eBay Sellers ! eBay intended to eliminate Sales Tax  when seller make combo invoices, because sellers are fully focusing on combo shipping fee. Then, Sellers have to refund with $0.30 PayPal service fee, to resend Invoice with sales tax. Very nice eBay and PayPal business.
