Iv'e returned an item back to a seller through a 'not as described' case, using Royal Mail signed and the tracking is stating that nobody was in and a card was left. ie the seller has purposely not answered the door knowing full well it was being delivered today.
The seller practically directly told me they would do this and added smiley faces at the end of their sarcastic ebay message, so I know they've not answered the door on purpose.
I now cannot progress the case any further as it is obviously waiting for the tracking to update with a signature on delivery, how can I now get paypal to go ahead and release the refund to me or take any other action?, is the only option to phone them?

As long as you have done what paypal have said and there was an attempted delivery then paypal have been known to refund on that.
Your best bet is to give them a call, tell them what the seller said and that a card was left and see if they will process your refund.
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top. Log in and get the code.
When you get through don't select any options just hang on till you get transfered to an agent OR say the word agant".
In the UK its free from any landline phone.
Advice is voluntary.
