Resolution centre dead?

I have been trying to respond to a claim and case about a none receipt issue (even though the tracking clearly indicates the item is still in transit) but the resolution centre is impossible to use. I log in, navigate the site to the resolution centre fine, but then page to page as I go through the response process takes so long that the final press which for me is "I have proof that the item is sent", press continue, takes approaching 2 minutes to move forward and just comes back with "gateway timeout". I've been trying for 24hours to respond to this complaint and simply can't. I've tried to contact PayPal staff regarding this via the message centre, which is similarly a waste of time as all I got was a tutorial on using the resolution centre, very patronising! Is anyone else experiencing this?
