Resolution centre dead?

I have been trying to respond to a claim and case about a none receipt issue (even though the tracking clearly indicates the item is still in transit) but the resolution centre is impossible to use. I log in, navigate the site to the resolution centre fine, but then page to page as I go through the response process takes so long that the final press which for me is "I have proof that the item is sent", press continue, takes approaching 2 minutes to move forward and just comes back with "gateway timeout". I've been trying for 24hours to respond to this complaint and simply can't. I've tried to contact PayPal staff regarding this via the message centre, which is similarly a waste of time as all I got was a tutorial on using the resolution centre, very patronising! Do SERVICE payments take longer to show and clear?

Hi   i need to know if service payments take longer to clear or show at both the sender and the recipients end please?   Money was sent, email address double checked, but no email confirming the sending of the payment, or change in any balance/activity,  and the recipient has not got anything either     seem odd, but is it becaue of it being a "service" rather than anything else?   thanks     ... well if i can send it from uk to italy, tracked and signed for, i expect they can do the same.   hardly a third world country is it?   if that is the case, we should know which countries are safe to do transactions with. I will definitely never sell to italy again if this decision remains, its disgusting!   as the seller, i would have to provide evidence of signed for delivery within any claim, yet the buyer doesn't for a refund of any kind,   thats a complete scam waiting to happen, and its just scammed me!     i would like to see the legal standing on this?       ... How is it that when i sent an item, i chose to send it tracked service door to door and signed for, yet when i offered a refund for its return, the item has dissappeared, and paypal have given them their mney back WITHOUT any evidence that it has arrived at my address?   I specified that i wanted a tracked and signed for service, as it was coming back from Italy to the uk, but paypal have not considered me the seller one bit.   why is this?     i have appealed the decision, because i have not got my item, so how can this opractice be legal of removing funds from my account without any evidence that i have received my item?     ... i have no idea about the legal ownership side of things, nor the legal grounds on which they can take money you don't want them too from your account or card?   as to the steps paypal take top ascertain that the goods were or werent as described,   THEY TAKE NO STEPS WHATSOEVER!   the buyers claim is taken as the whole truth, and paypal do nothing, nor allow anything in the sellers defence to be administered as evidence or proof.   if they had, my own dispute would have been thrown out before it even started.   its as ridiculous as this,   i sell someone some brand new in the box brown shoes.   when the buyer recieves them, he wishes, for whatever reason, that he hadn't bought them at all, or that they do not wish to pay for them.   they open a dispute claiming they are black,  not brown, therefore not as described. (when they are in fact brown and 100% as described)   paypal will sit back and let the two of you duke it out for a while, until it becomes escalated to a claim, and then they automatically decide in the buyers favour, without once having asked to be shown that they are black or brown, or indeed even shoes!       I asked from the very start, and insisted that paypal should too, see evidence and proof in the form of photographs so that all parties can consider their position, but the buyer provided nothing, and paypal require nothing but their claim and statement to act with.   it is a disgusting system, that leaves me extremely angry with the buyer and paypal, and their idiotic staff who clearly don't know their arris for  their elbow!   i am assured by paypal that Emma, who misadvised me, AND i hasten to add did not record the notes of our converstaion accurately either, will be repremanded by Jo the manager i spoke with today,   but do i believe that?   no i don't, they have been far less than honest with me so far, why tell the truth now?        i think this issue deserves a community campaign of some sorts, all sellers, small and large, private and business,  should know that they are totally unoprotected from this fraudulent behaviour.....   ... both the buyer, boasting via text message to my phone that he has my money and my wheel,   and paypal themselves, because they stipulate that regardless of the fact that I put terms and conditions regards the return of the wheel, at his expense, and i will refund the "purchase" price portion of the transaction, paypal state that "ALL" partial refuinds allow the buyer to keep the goods,    it doesn't matter that i made the offer via the resolution centre messaging, or directly over the phone etc etc, if it is only a partial refund, the buyer keep the goods aswell, end of!   But Emma informed me that Paypal themselves had escalated the refund to a "full" refund type, in exchnage for the wheel,  overiding my partial refund offer, so this was the last thing i epxected to happen.   i told Emma, due to the nature of the text messagwes i was recieving, that a full refund for returned goods would probably be the best course of action for me, and agreed for this to happen.   She was wrong, This did not happen, and the seller is screwed again!  ... WELL,    I'VE BEEN SCREWED BY PAYPAL!   Even though a telephone conversation with Emma in paypal CS told me categorically that my offer of a partial refund if the wheel was returned, had been retracted, and paypal themselves had escalated the disute, leaving one final option, which was a full refund upon receipt of a verifiable tracking number proving that the wheel was on its way back to me.   Instead, i had an email this morning informing me that the partial refund amount was removed from my account and given back to the buyer, who will also be keeping the wheel.   according to paypal, i have no right to appeal this, and that is that.   i tried in vain to speak to someone in higher authority, and went from todays Maria to a mananger Jo, but i'm guessing that the length of timwe i was on hold for, Jo had a full debrief of my current attitude and complaint, and was more than ready to repeat the same disgsting news to me over and over again with one exception,   an admittance that Emma had wrongly advised me in the first place about the refund situation, but even this has left me no angle to appeal or course for redress,   Jo brought the shutters down basicly, and i'm suppoosed to get used to the idea that Paypal have allowed a customer to keep my property, and his money back.   I'm left with no option but to retrieve the wheel, or the money myself, and we all know how confrontational thats going to be!   As a seller, you're 100% unprotected from unscrupulous ebayers, and scam sham buyers who know that paypal will side with the buyers claim, EVERY single time without questioning whatever they claim.     I WILL NO LONGER SELL VIA PAYPAL, NEVER AGAIN,   IT MAKE NO COMMERCIAL SENSE WHATSOEVER TO BE SENDING YOUR GOODS UP AND DOWN THE COUNTRY, ONLY TO HAVE SOME FRAUDSTER  MAKE UP ANY REASON OR EXCUSE NOT TO HAVE TO PAY FOR IT.   PAYPAL ADMITTED THAT THEY NEITHER REQUIRE OR PERSUE ANY EVIDENCE OF A NOT AS DESCRIBED CLAIM, SO WHAT CHANCE DO YOU HAVE AS A SELLER, EVEN WITH PERFECT GOODS?   NONE!     THATS HOW MUCH....... ... yeah i know what you mean.   i had to call Paypal in the end, as i was getting no answers through the resolution section, which still now appears to tell me that the buyer in this case has accepted my partial refund, under the terms that he returned the wheel in exchange for the initial purchase price,   however, this phone call, with Emma, of paypal disputes dep't, informed me that paypal themselves have overuled this, and instigated a full refund upon receipt of tracking number to verify that the wheel is indeed being returned to me.   BUT, i have to say, i'm convinced!   plus, i admit i did get a very annoyed,  because i was told in this conversation with Emma,  in her own customer services roundabout way, that in fact paypal offers no protection to a seller whatsoever. Absolutely nothing, not a single syllable of what a seller tells them, the sellers advert text itself, the sellers photos within  the advert, and any evidence offered within the dispute itself, is even considered in a disagreement such as this,    the only thing paypal take into any consideration at all, is ther BUYERS statement.   essentially, any idiot buyer, can claim something is not as described, and as the seller, the point is 100% indefencable.   Paypal do not want, nor will they take into consideration, ANY evidence to dispute the buyers claim.   This is all true, and from the horses mouth as it were,    AS A SELLER, WE ARE SCREWED   the buyer can make uop anything they like, and the seller can't defend it.       as you quite rightly point out, we the seller pay for the privelige, and have no support at all, the buyer, who uses it fee free, can behave in any manner they chose with the full support of ebay and paypal money back guarantee,     and quite frankly, I find this disgusting....... ... This is what I thought previously, but from within the resolution centre, it would appear as PayPal are going to issue the refund anytime now, and there has been no efforts whatsoever to return the wheel. Surely this isnt right ... View more
