Hello everyone,
I just received this after a long dispute from a seller "Scammer on Ebay" he got great record when I bought the item then all the negative feedback was showing .
Long story short, Does the message below means I will get my 425 EUR for sure ?
does the lasy pargraph means if the seller drains his account, I may not get my money back ??!
Am sorry if it is stupid question But I see 2 conflicts "We were able to recover" and "If the seller's account has insufficient funds"

PayPal may credit you on behalf of the outcome, and then they will try to collect the funds from the seller. Sometimes PayPal does take a loss for it's buyers. According to the letter, you will be getting the full amount.
Something with less than three legs, but more than two.
