Resolution Closed but Buyer still not refunding oir sending

I raised a dispute over items with paypal and was contactedby the seller who assured that item wouyld be dispached immediately once paypal released funds (saying that the only reason the items had not been sent werre because her Grandfather was taken ill) so I closed the case.
I have not been able to contact the seller since, I have sent several e-mails, to which the seller simply does not bother to respond.
As paypal say resolve the dispute yourselves, WHAT DO I DO NOW???????
You cannot re-activate a dispute is all I get.

If the seller did not refund you or you did not receive the item then you should not have closed the dispute.
What you should have done is give them time to send the item and if it did not arrive escalate the dispute to a claim so you got a refund from the seller and if they did not pay you then paypal would have done under their buyer protection scheme.
Unfortunately as you chose to close the dispute you lost that buyer protection.
Advice is voluntary.
