Part refund - how to open case?

I've read:

  https://www.paypal.com/gb/selfhelp/article/Can-I-appeal-the-decision-on-my-claim-FAQ1685

but this says under '4':

   Under 'Action', click Appeal

 

But I just get 'view'!! And there seems no means to appeal.

 

The refund is 1/10 of the actual amount and I'm wondering if PayPal beleived they saw the number they wanted to see and closed it.

How do I re-open a case or appeal against a decision?

Hi Mikexxx,

 

Thank you for contacting the PayPal Community Forum.

 

Not all claims may be eligible for an appeal. If you can appeal the claim the "Appeal" Button will show in the Resolution Centre under the case details and you have 10 days from the claim closure to appeal.

As I've already explaned, the appeal button never appeared.

 

How do I move forward?

I understand that you have not been able to appeal the decision we have made. If you are not able to do this yourself I would advise to contact us so that we can review this further for you. We might be able to open an appeal for you. So what you are suggesting is I should click on 'Help and Contact' on:

  https://www.paypal.com/myaccount/home

 

Where if I click on Message Centre I get "We're sorry. Something seems to have gone wrong. Please try again later." After 15 minutes of trying I'm going to assume never.

 

Any ideas sucj I can move forward. Is there a way I can communicate via message or email.

 

Things have go to the state my next port of call is a letter before action to yourselves, eBay and the seller. Thankfully you have a UK address making things somewhat easier in the County Court.

 

Please take this post seriously and give a credible answer. I am not going to spend 40 minutes on a phone call just to get nowhere. This will be resolved, preferably the easy way by normal means of communication, or its going to be the County Court.

I do not have a Facebook account, nor a Twitter account.

 

Is having one of these to communicate with PayPal a new requirement?

I thought I had already said this:

If I click on 'Help and Contact' I go to this page:

  https://www.paypal.com/gb/selfhelp/home

If I do a search for 'email' I get two hits:

  1 How can I tell if an email is genuinely from PayPal?

and

  2 How do I add, confirm or remove an email address?

 

There are no further hits for email nor links for me to send a message.

 

Do you actually use the same PayPal website I do?

 

Can you provide a link that will take me directly to this mythical "Email Us"?
