Hi I think I’ve made a massive error, bought records of Facebook, paid I and heard nothing, opened a case and the seller stated he had money problems, if I closed the care he could afford the postage, so I did, you know the rest, nothing had arrived,is there anything I can do?

Unfortunately it is not possible to open a claim once it is closed. If you have not received the item and the seller is not responding to you I would recommend reaching out to your bank/card issuer for further assistance.
