Paypal is not paying attention

Paypals dispute policy states that they do not give buyer refunds for merchandise "not as described" for non Ebay transactions. I am in a dispute with a customer who claim some live plants he ordered from me arrived dead or died after recieveing them. It was a NON EBAY transaction. I don't even have an ebay account, but apparently because the buyer filed the complaint as an ebay transaction, paypal is not dismissing it.

 

The statues of the dispute now says: case PP-001-167-793-689

 

"We contacted the buyer and let them know that you would agree to process a full refund if they return the merchandise to you in its original condition.

The buyer will ship the item to this address:"

 

First, I never agreed to that, and second, he claims he recieved  DEAD PLANTS. WHY WOULD I WANT HIM TO RETURN DEAD PLANTS?  Have you people lost your freakin mind?

 

I want paypal to follow its own very clearly stated policy and dismiss this case based on the fact that it was a non ebay transaction. I won an identical case to this on this simple fact just 30 days prior to this one. This case is no different except for the fact that the buyer claims it was an ebay transaction. It should be simple enough to prove that it was not.

 

Can someone from paypal read this?

You are correct in stating that certain purchases aren't covered under the terms and conditions of our Purchase Protection Program.  This program is constantly evolving and expanding to offer a safer online experience to everyone.  To review the coverage available to buyers and how it may affect the outcome of your claim, go (here)

 

You can also stay up to date on policy changes by watching the upper right corner of your Account Overview page when you log in. For the first handful of login sessions surrounding an upcoming change, there's always an alert to direct your attention to the change.
