Int'l buyer wouldn't accept package b/c of customs taxes ---claimed a dispute and won! ARRGH

I was wondering if anyone has had this experience----
I sold a costly item to a buyer in France in December ($450). I promptly sent the package Express Mail so I could track for protection purposed (as required by paypal). The buyer then within 2 weeks files a claim that item wasn't received/as described b/c "she didn't want to pay to customs fees". I even offered to help with this, and she never responded.
I documented like crazy to paypal my willingness to help and my attempts at communication with this buyer. Long story short, the item was attempted to be delivered at LEAST 3 more times and she never accepted. Paypal awarded her (buyer) the claim.
I played by ALL of the rules and I am penalized. Is there anything I can do?
Who knows if the item will come back to me overseas?

If your facts are correct, I don't see how Paypal can deny your claim. You shipped and tracked as required . I would call them directly.
