Because PayPal accounts are country specific and are not as mobile as people like to think they are. PayPal accounts are like bank accounts insofar that you have to close it and take the money with you if you no longer live in the same country. So if you moved away from South Africa, you needed to close the PayPal account (zero out the balance and remove financial details if your account was in normal standing and not limited) and open a Qatar PayPal account with new Qatar based billing address, phone, financial details.
