You need to contact customer services to resolve any limitation or account issues.
Click help / contact bottom left of Paypal pages for options available for your country.

I agree, paypal customer services are pretty appalling at times

Unfortunately the moderators never give individual account information, they give 'general' advice only and will tell you to 'reach out' to them via customer services.  

I would love to be proven wrong on that one though.
