paypal supporting scammers?

got scammed by a developer changing product after I purchased it, so I filed a dispute, now after like a month this is what I get

"We have reviewed this transaction(s) and are denying your case(s). This decision was made because PayPal Purchase Protection only covers goods or services that weren’t delivered or are not as described."

So obviously paypal doesn't even cover services or goods that aren't as described, what option do I have no, contacting my bank?

They have to be significantly other than as described, paypal don't get involved with quality of items.

So for example if you ordered a bag and received a bag then you would unlikely to get a paypal refund and it would be between you and your seller.

Maybe this is something you can either.........

1. Chargeback if you funded your paypal payment via a credit card?

2. OR do you have a small claims court in your country that you can use (if it wasn't an international sale)?
