How are we supposed to file a dispute if my husband used Guest to purchase

My husband thought he was buying something from Costco. Turned out it was a scam website. He used Guest with paypal to purchase it. He doesn't have a paypal account. The customer service people are not helping. We need to file a dispute and get his money back but I have no idea how because they want him to log into his account. But he doesn't have one and doesn't want one. Can someone please help me to file against these scammers and get our money back. I have all the info they need. Transaction number, card number, date order was placed. Even some info about the scammer.

If you bought something online with a debit or credit card and didn't log into your Paypal account then of course it won't show on that Paypal account because you bought as a guest buyer.
You don't have Paypal buyer protection cover as a guest buyer but you can contact customer services and they may be able to assist you by reaching out to the seller for you.
So If you need help for a guest buyer transaction then you can;
1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.
