need help with dispute

So i recently had fraudulent charges on my paypal account which i reported. Someone somehow made USPS labels using my account and had things shipped using my account. I reported it and got my refund without any issues. I have sense changed my password for paypal and for ebay since I think that is how it was hacked. 

 

Anyway, just got 2 emails from Paypal saying that I owe more money for the postage....postage on the return labels that I never created.  I am trying to contact paypal about this but can't seem to get through. If I go to the reolution center, it tells me to choose which transactions I have an issue with and since it is the same ones that I already resolved and got my refund back, it will not let me submit them.

 

The email says if I do not pay this extra cost, then I will no longer be able to print any more shipping labels through paypal until it is resolved. I , of course, didn't print thouse in the first place but perhaps someday I may need to print a label. 

 

Anyone know how to get in contact with paypal a different way? A phone number or something or a specific email address?

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
