escalating dispute

Hi guys, i opened up a case on 24-4 as i did not receive the item. the seller has not responded so for the past week i have been trying to escalate the claim but when i view my case details there is no button or option to escalate this. I have tried contacting pay-pal but no repose. could anyone help? i only have a few days left to escalate dispute. thanks.

I am having the same issue. I open a not as described case for a China seller that advertised on FB. They sent me a kids toy parachute instead of a childs play yard. I cant find an escalate button or a number or way to contact paypal. Not sure what to do.
