Why does it say my account is limited but when i click on the resolve button it says that everything is verified, but as soon as i leave that page it says again the account is limited due to no verification and I cant receive any money or send it?

You need to contact customer services to resolve any limitation or account issues.
Click help / contact bottom left of Paypal pages for options available for your country.
