Shipping refund denied

I made a purchase from a company in China in April which I did not receive till June and it was not what I ordered or was in the picture. I opened a case for the $39.95 refund. PayPal decided in my favor stating I would receive a refund once I showed proof of mailing and it was received by seller. It costs $42 to send back. I was told I would receive the $30 maximum refund once I sent proof (pictures of mailing receipts from USPS) along with submitted form. Did both and then got notified that I did not submit needed info and deadline expired! So I ended up with $39 refund which cost me $42 to mail and $39 to purchase. I feel **bleep** over and ripped off by the seller and PAYPAL. To say I am angry is an understatement. In my opinion they have failed to live up to what they state they will do and I have no recourse. Has anyone else experienced this ? My word against theirs and of course they make the rules.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
