Proof of shipping not valid

Paypal asked me to provide proof of shipping items back to the vendor. I emailed said proof, which is a copy of the consignment note. They said it is not valid and denied my claim. The consignment note is valid and when I ring an agent by during the day they agree it is valid and say that they expect the claim to be reviewed and closed in my favour. Then I get an email from PayPal saying not valid and denting claim. I ring the next day and agent says it is valid etc. This happened three times this week. I need to appeal and then i need to complain about PayPal. I am in Ireland, vendor is in UK, and PayPal is registered in Luxembourg. How do I appeal and who do I complain to?

Have you provided a tracking number viewable online that shows delivery of the item to the buyer.

The item was shipped with UPS and I was able to print a proof of delivery, although it did not contain the full address. I also provided a copy of the consignment note which contained the full address, and the tracking number on that matched the tracking number on the proof of delivery. I also uploaded a returns form from the vendor showing the address to return items to and that address matched exactly the one on the consignment note. I also uploaded a screen shot of an email thread between me and the vendor in which the vendor acknowledged receipt of the return. I work in logistics and ship and receive items for a living. I know irrefutable proof when I see it and PayPal are being ridiculous.

Online or physical documentation from a shipping company that includes:
- Date of delivery and ‘delivered’ status
- An address for the recipient that matches the shipping address on the Transaction Details page
- An address for the recipient showing at least the city/state, city/country, or zip/postal code (or international equivalent).
IMPORTANT: Your choice of carrier and shipment options with that carrier can have a big impact on your ability to meet the proof of delivery requirements. Please ensure, especially when shipping goods internationally, that your carrier can provide ‘delivered’ status at the correct address, or your Seller Protection claim may be denied.

Most, but then I have no control over what information courier companies provide as confirmation. The vendor asked me to return the goods before paypal did so they had already been delivered before paypal asked me to return them. In any case, if the vendor has confirmed receiving them back why are PayPal so hung up on minor details. Surely this becomes irrelevant once the objective of returning the items has berm achieved? I think they are being particularly mean spirited.
