Scammer getting away with dispute

This scammer sold me a 7-in-1 fryer but only send a 'ring'.
I duly returned it by registered post which was 'received'...
And provided the tracking info: which was acknowledged by this message:
"Thank you for providing the tracking information for the item(s) you've returned to Walker E-Commerce Co., Ltd. We've shared this information with Walker E-Commerce Co., Ltd. and have asked them to inform us when they receive the item(s)."
Yet, after a looong time, PayPal denied my dispute claiming - ruling against me.
Somewhere in my case history - was missing tracking info!
Is there a human representative I can escalate my case to?
This company is scamming a huge number of people! (We were accidentally cced on their boiler plate response to a lot angry buyer!
