Paypal Sided with the SCAMMER!

I paid $64 USD for a product ( transaction 5E502273JB265970M), the scammer insisted that he never received the money and that he didn't have an option the cancel the transaction. I opened a claim requesting for them to cancel the transaction ( PP-D-43760617) because the seller claimed he never received the payment, Paypal confirmed that the scammer received the payment (obviously) and closed the case after weeks, siding with the scammer that never sent the product, never provided a tracking code and kept denying he was paid until he finally blocked me.
Now Paypal only let me open a dispute claiming it was a fraudulent transaction.
Long story made short, both Paypal and the scammer **bleep** me. I'm on the phone for over a hour at Paypal customer service line and no one picks up my call, that's utterly disrespectful.
