Completely block PayPal from paying a scammer

Norton Life lock deducted $40 from paypal account apparently from a 7 day trial subscription from several years ago, last month. My dispute failed with PayPal as apparently it was taken via google play. Google have no record of this payment. I've recently discovered Norton has scammed countless folk on this manner. How do I ensure PayPal does not honour scam payments via Google or Norton that are invisible and therefore unsubscribe able? Do I leave PayPal altogether? Change my credit card? Leave Google? Many thanks for your advice.

Check your Google Play account for a billing agreement with Nortons that you can cancel which authorizes the payment to be processed. Check PayPal too:
