PayPal poor customer service and handling of dispute.

Hello, I'm writing this post to warn everyone about Pay Pal poor customer support and poor handling of cases.
So basically I purchased a service and the payment was done via a third party Korean website called Twip, my item was not delivered, I made a refund request, yet paypal replied it's against "Buyer protection". they are very extremely bad at handling such cases wasting a lot of my time, the amount was low 39.25$, but this shows how much they are biased for seller and they have no Buyer protection.
This is just a warning for everyone, don't use a large amount of money on this site. I will also be closing my account and user another payment service due to lack of support and poor buyer protection as well as extremely delayed reply, as my cased denied was answered after 1 month!
