Paypal Bug not allowing me to answer my seller's response in the center!

I issued a dispute for a partial item I purchased around 2-3 weeks ago and it came in the mail completely different then how it was listed. I issued a claim and the seller sent back a rebuttal for a different offer amount, mine was 70, his was 40 and when I try to response to the claim it says, "

We'll need additional information from you.

Help us resolve this problem by providing the information requested in our email." 

Under it is a typing block that lets me type what I received in the email and a space for me to enter pictures.

 

But I am not seeing a single email and if I don't reply they'll rule the case in the seller's favor. This seems to be a bug and everything I enter anything or type anything it says, "

Let's try that again

Looks like something went wrong on our end."

If anyone can help, please do.
