Is it possible to create a new dispute if you don't agree with the decision on last one?

The decision was this: We have reviewed this transaction(s) and are denying your case(s). This decision was made because if an item is materially similar to the seller's description, we do not consider it to be significantly not as described.
My issue is, the items are in no way similar. I ordered a stainless steel 2-tier dish rack and received a plastic soap dish, even included pictures. I'm not just trying to be petty or get my way, these 2 items are in no way similar and would like my money back. Below are the images I included.
