IDENTIFY VERIFICATION - ACCOUNT LOCKED - "We’re experiencing technical difficulties"

Right, so I have emailed, and emailed, and phoned (been on hold over 5 hours) over the last month... no-one is replying to me. The Cayman Islands Paypal support line doesn't seem to connect to anywhere.
My account is totally locked down at this phase and Paypal keeps demanding ID verification, I have submitted all of that info, except for my phone number - every-time I submit my phone number, I get a system error.
Can't get a-hold of anyone via email or phone and the problem is on Paypal's website. Totally stuck here. Need a Paypal rep to assist.
