Help with open case/ dispute

Hi there, 

I have an open case/ escalated dispute with a seller as they sold me some shoes that were meant to be 'like new' but came in really bad condition.  He would not resolve it via personal message and was getting really nasty and toxic about it so i had to open a case.  Now he is private messaging me trying to only partially refund me because he wants me to cover his paypal fees, which I am not prepared to do, nor do I think that is fair seeing as this person sold me a faulty product and was really nasty about it.  There doesn't seem to be a way of me speaking to Paypal about this.

Also as I will need to return the shoes I am trying to find a way to get them to cover the postage, but cannot find details about this although I know they do offer this service.

Please can anyone help me re this? Thanks.
