I have been a paypal user since then but will paypal restore my account after putting it on permanent hold? I have submitted everything that they need for verification of my funds but they still permanently hold my account and cannot do business with them.

No, they will not I'm afraid. They wanted to verify your information so you can't open another account because they've decided to no longer do business with you for the reasons described in the "You can no longer use PayPal" email. If you have money in the account, you can't withdrawal until after 180 days. PayPal will email you when you can withdrawal your money unless you violated their Acceptable Use Policy and they can seize your money for damages before 180 days are up.
