Help with dispute

I recently filed a dispute against a seller in which I purchased an item from. This was quite a large amount of money which I had protected though PayPal’s buyer protection scheme (whatever it’s called). I had put this payment on hold because the seller was being really Dodgy, wasn’t answering my messages wouldn’t give me evidence that he had even sent the parcel etc. I managed to get ahold of him and was provided with a tracking number for the item along with a very sincere apology and promise that I would receive my item and he wasn’t a scammer. I accidentally clicked on the resolve button after this for reasons unbeknown to me. I have just been in contact With DHL as the tracking number did not work and have been told that the tracking number was in fact a fake. Having already resolved the case on the resolution center I can’t again Get this money back. But I can’t sit back and let some scumbag scam me out of £280. Any advice on what to do please?!

1.

If you funded your paypal payment via a credit card then would your card issuer help you?

2.

Small claims court if the buyer is in the same country as you?

3.

Phone paypal customer services and see if they will open a second dispute for you, stating first tracking number was fake.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
OR
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPalUK and @AskPayPal for Twitter.
