Hi. Apologise to PayPal first. But my friend did not read the PayPal policy before he registered a PayPal account and he just put his age over 18 even he is not 18 yet. He made a purchase online before and now his account is limited and banned because he is not over 18. However there is a problem that he did not received the goods from the seller and the seller is not responding to solve the problem. Can my friend still open a dispute in PayPal to ask PayPal to investigate and decide whether the case should be closed in the buyer’s favour or the seller? Thank you very much. This has been a concern for a while.
