Dispute was denied!!!

I was a victim of an online shopping scam and paypal is allowing merchant to rip me off! What are my options now? How do I demand PROOF of where the alleged tracking address to where item was delivered? They need to show what address constitutes as being proof of delivery! The USPS postmaster investigated the alleged delivery and stated that the package was delivered to the label addressed to a street and address that wasn't mine and isn't what's on the order for delivery address. Told me I was victim of a shipping scam. And paypal denied that as proof that package wasn't delivered,instead supporting and believing the fraudulent merchant! Now what? Sue paypal?

Did you get that information in writing or on a form and submit it to paypal?

I did and I sent it to them. Still denied me. After i my lengthy reply back I called directly to give my feedback and demand proof of address package was delivered too. The rep was very understanding and immediately reopened my case plus put it through to investigators. After further investigating it was discovered that the merchant had several of the same reports re fraud and so closed case in my favor and immediately refunded my money.
