Dispute filed & closed without proper follow through

I filed a claim on an item I never received. When I filed shipping confirmation became available. The tracking number provided by Seller/Paypal was not for myself, my address not even sure it was for my package. Paypal closed my dispute without ever following through. Now I am having trouble appealing my the decision and can't seem to get to the appeal option with the instructions the message center provided.
